Director - Mr. Dzhergalbek Ukashev
Born on October 4, 1956 in Chui region, Kyrgyz SSR.
In 1978 he graduated from the Moscow Higher Command School of Road and Engineering Troops, in 1988 from the Higher Central Officer Courses of the USSR Defense Ministry.
1978-1990 - Service in the Armed Forces of the USSR in positions from platoon commander to commander of a separate battalion in the USSR Civil Defense Forces.
1991-2008 - Service in the Ministry of Emergency Situations of the Kyrgyz Republic in senior positions.
2008-2010 - UN in the Kyrgyz Republic, Coordinator of the joint project of the Government of the Kyrgyz Republic and UN in the Kyrgyz Republic “Strengthening coordination of emergency response in the Kyrgyz Republic”.
2012 - Advisor to the Minister of Emergency Situations of the Kyrgyz Republic.
2010-2019 - Project manager, expert, consultant on emergency situations of the Public Foundation Alternative, Counterpart International, UNDP, UNDRR, OSCE, UNICEF, IOM, WB, OCHA, WFP, FAO, GIZ and many others.
2016-2019 - Deputy Director of the Center for Emergency and Disaster Risk Reduction.
2019-2022 - Director of the Center for Emergency and Disaster Risk Reduction.
2023-2024 - Director of the Alternative Community Foundation.
Since 2025 - Deputy Director of the Center for Emergency Situations and Disaster Risk Reduction.
Military rank - Colonel of the Reserve. Awarded the Order “For Service to the Motherland in the Armed Forces of the USSR, 3rd degree”, Medal “For Combat Merits”, Certificate of Merit of the President of the Kyrgyz Republic.
Deputy Director - Mr. Nurlan Bekbosynov
Born on October 1, 1971, in Sayak settlement, Karagandy region.
From 1990 to 1992, he completed compulsory military service in the Amur region of the Russian Federation.
He has served in the civil protection system since 1993.
In 2004, he graduated from Zhezkazgan University named after O.A. Baikonurov and in 2010, from the Kokshetau Technical Institute of the Ministry of Emergency Situations of the Republic of Kazakhstan.
1993–2010 – Head of the separate post in Sayak settlement of the militarized fire service of the Department of Internal Affairs of Zhezkazgan region; Head of Fire Station No. 47 of the State Institution "Firefighting and Rescue Service" of the Department for Emergency Situations of Karagandy region; Head of fire stations in the cities of Balkhash, Priozersk, and in Zhanaarka district;
2010 – Head of the Emergency Situations Department of Priozersk city, DES of Karagandy region;
2016–2020 – Head of the Emergency Situations Department of Karaganda city;
2020–2023 – Deputy Head of the Department for Emergency Situations of Karagandy region;
2023–2025 – Head of the Department for Emergency Situations of Zhetisu region;
Since December 2025 – Deputy Director of the Center for Emergency Situations and Disaster Risk Reduction.
Military rank - Reserve Colonel. He has been awarded the medals "For Impeccable Service in the Firefighting Service", III, II, and I classes; "20 Years of the Emergencies Committee of the Ministry of Internal Affairs of the Republic of Kazakhstan"; "Veteran of Internal Affairs Bodies"; as well as the breastplate "For Contribution to the Development of the Emergency Situations System".
